About the Presenter

Willem Bouwer
Procurement Expert

Willem worked for 17 years as a public servant, primarily in Defence procurement, where he was responsible for managing procurement policy and procedures, contracting templates and procurement professionalisation. Willem also delivered procurement capability seminars in Malaysia, Indonesia and Brunei. After Defence he taught at the University of Canberra, before returning to Defence as a contractor to provide support for their Procurement Professionalisation activities.

After Defence, he worked with the Australasian Procurement and Construction Council, a former COAG Ministerial Council, to develop the Public Sector Procurement Profession Role Statement and Capability Framework. He currently works at the WA Local Government Association as a Governance Specialist (he is not representing WALGA today).

Willem’s qualifications include: Politics and Psychology, Communications and Cultural Studies (English), Education, Defence Studies, Management, Procurement and Law.

About the Course

The City of Cockburn is running a series of workshops to support local businesses to become Defence Ready. These in person workshops are designed to provide need-to-know information and critical insights to help businesses prepare and tender for work in the Defence supply chain.

 

Workshop 3: Understanding Defence Contracts

This workshop provides an introduction to help business owners understand, negotiate and use Defence contracts, and to know when to seek further legal or financial advice.

This workshop will be tailored to established business owners wanting to improve their knowledge of Defence procurement processes, contracts for tendering purposes, and to understand how Defence engages its suppliers.

The workshop is presented as a blend of practical information and workshop discussion covering the following topics:

  • What’s Procurement and how does it manage Commercial Risk;
  • The Public Governance, Performance and Accountability Act 2013 and the Commonwealth Procurement Rules;
  • The Defence ASDEFCON suite of tendering and contracting templates, including an operational workshop discussion; and
  • How business owners might consider engaging with Defence, including upskilling opportunities.
